Tobias partnered with the NSW Ministry of Health to co-design a Stakeholder Engagement Workbook, a step by step guide to engaging people across a project journey, to enable the project teams to map, navigate and consistently engage with their stakeholders in a complex ecosystem.
Engaging with the right people at the right time in complex ecosystems
Getting a project off the ground in the health sector can be a complex challenge because it is influenced by and has an impact on a large number of people including staff, patients, families and carers. Engaging these stakeholders at appropriate times, for the right reasons using effective methods, is key to ensuring good project processes and outcomes. NSW Health engaged Tobias to respond to an emerging need to facilitate the design and development of stakeholder engagement for a series of projects delivering on their statewide strategy for patient family and caregiver experiences.
Rapid development of an evidence-based workbook designed for testing with users
Tobias helped NSW Health make sense of 11 existing engagement frameworks, literature on engagement methods and future trends alongside insights from project leads, consumer partners and other stakeholders to identify key needs and areas of opportunity for a useful and usable stakeholder engagement framework. Qualitative research was conducted to rapidly identify the pain points, needs and aspirations for stakeholder engagement.
These findings and insights identified the opportunity for a practical and supportive guide with considerations for tight project time frames and other boundaries as well as best practice. Through co-design we created a digital and physical workbook focused on taking a human-centered approach to stakeholder engagement. Project deliverables also included a guide and templates for testing and iterating the workbook with users.

The Stakeholder Engagement Workbook provides a step-by-step guide to human-centered stakeholder engagement, tailored to NSW Health. The workbook consolidates the core principles of engagement into an easy-to-navigate set of activities with tips and checklists at every step of a project. Tobias provided a testing ‘how to’ guide and the workbook was tested with project teams across the NSW and with key partners across NSW Government.
